The Department of Homeless Services said the hotel became an emergency shelter last year. The district’s council member, Lincoln Rustley, said he only found out 24 to 48 hours before residents moved in. He also said he understood the need to open the shelter quickly.

He said, “We made sure to notify key stakeholders and partners in the community. You’re never able to reach every single person in an area.” The DHS awarded St. P.A.U.L.S Inc. a $12.3 million contract to run it.
